Andrew Webb is a civil engineer with 30 years experience of the project management, design and construction supervision of overseas water-related projects: harbour extension, irrigation works, pumping stations, pipelines, hydro-electric works and dams. Also included were feasibility studies and pre-investment assessments for World Bank, European Development Fund and the Asian Development Bank. Most of this experience was gained as principal engineer with the Mott MacDonald Group though this has been supplemented by 10 years further experience with UK contractors and Defence Estates carrying out maintenance and new works on MOD/USAF bases.
Andrew has particular expertise in the following areas:
2006 – 2010 Waterbeach Barracks and RAF Mildenhall:
condition and refurbishment assessments of civil works and buildings using Defence Estates. Procedures: 150 buildings, connecting roads and the airfield at Waterbeach Barracks and annual inspections of buildings, roads and hard-standings at RAF Mildenhall.
2002 – 2010 Various UK & US bases:
managing the construction, maintenance and refurbishment of buildings, roads and services at MOD and USAF military sites. Responsible for assessing and defining scope of work, cost estimating, inviting and assessing tenders, preparing and managing work contracts.
2001 – 2002 Institute of Criminology, University of Cambridge:
statistical analysis of questionnaires from a Home Office pathfinder study in UK regions.
2000 – 2001 British Ports Industry Training Board (BPIT):
statistical analysis of questionnaires about existing skills and additional training needs.
1995 Geotechnical Engineer, Blackburn, UK (court case):
technical specialist for preparing civil claim court evidence of the geotechnical causes of the collapse of a canal bank.
1994 - 1995 Vientiane Floodplain Protection Project, Laos:
rivers specialist in Vientiane for the design and preparation of European Development Fund tender documents and cost estimates for 55km flood dikes 1994 Rajapur Irrigation Project, Nepal: hydraulic structures specialist in Nepal for the conceptual design of low tech. intake structures in unstable gravel rivers.
1993 Red River Delta, Vietnam:
technical specialist seconded to an Asian Development Bank pre-investment mission to inspect four drainage pumping stations and a gate structure to assess their suitability for investment.
1992 - 1995 Mitidja Plain Study, Algeria: hydraulic structures specialist in Algeria and UK for the site assessment and design of 20km of 1.6m diameter pipelines and off-take weir/de-sander.
1989 - 1995 Failure of Tous Dam, Spain (court case): technical specialist in UK and Spain for preparing Spanish civil claim court evidence of the hydraulic causes of the failure of a major rock fill dam by overtopping.
1986 -1987 Irrigation Sub-sector Loan Project, Indonesia:
team leader in Bandung for assessing the condition and refurbishment/completion cost of 13 rice irrigation projects to be funded by World Bank.
1999 - 2000 Tannur Dam, Jordan:
initial construction of 75 x 300m roller compacted mass concrete dam and roads.
1995 - 1999 Sungai Kelinchi Dam, Malaysia:
construction of 75 x 750m earth fill dam, 550m lined rock diversion tunnel, intake towers, foundation grouting, instrumentation, roads, spillway and pumping station.
1991 Dimmock's Cote Dam, UK:
construction and impoundment certification for an earth fill farm irrigation dam followed by annual Supervision inspections.
1990 Woburn Abbey Park, UK:
annual Supervision inspections of 11 earth dams; wrote inspection, certification and repair reports, supervised repairs.
1989 - 1991 Anony Weir, Madagascar:
analyzed erosion of a silted weir damaged by floods; designed and supervised repairs.
1992 – 1993 Pashakola Dam, Iran:
project manager in Iran for the design and specification of 110 x 900m rock fill dam and 7.5.km lined tunnels with ancillary structures for irrigation and power supply.
1992 Wadi Ahin Dam, Oman:
project manager in Oman for the design of 7 x 5,000m gravel recharge dam with gabion reinforced spillway.
1990 - 1992 Wadi Sahalnawt Dam, Oman:
project manager in UK & Oman for the design and construction of 15 x 3,500m gravel recharge dam.
1990 - 1992 Koka Dam, Ethiopia:
project manager in Ethiopia for the design and tender for dredging, bridge and fitting an additional radial water control gate to an existing mass concrete dam.
1991 Batinah Plain Projects, Oman:
project manager in UK and Oman for site investigations, determining design criteria/methods and project evaluation of 14 sites for aquifer recharge dams.
1987 - 1988 Bokaa Dam, Botswana:
team leader in UK for the final design of 23 x 1,600m earth fill dam, pumping station and spillway.
1986 Chenderoh Dam, Malaysia:
team leader in Montreal for the planning phase of the rehabilitation report for 60m Ambursen concrete dam and associated powerhouse.
1983 - 1985 Binongan Hydro-electric Project, Philippines:
assistant project manager in Manila for the feasibility study of 180 MW hydro-electric project with 110 x 700m rock fill dam.
1979 - 1983 Kenering Hydro-electric Dam, Malaysia:
lead civil engineer in Montreal for the final design of 45 x 600m mass concrete dam, 9,000m3/s gated spillway & 132 MW power-houses.
1977 – 1979 Sermo and Sambiroto Dams, Indonesia:
lead civil engineer in Java for the site investigation and feasibility studies of two irrigation dam sites.
1975 – 1977 Palasari Dam, Indonesia: lead civil engineer in UK for the feasibility study of an irrigation dam site.
